MOCAP

**UPDATE 8/30/2022**

House Bill 1552, passed by the Missouri legislature and signed into law by Governor Parson, revises the Missouri Course Access and Virtual School Program’s (MOCAP’s) funding and enrollment process. The new law expands access to online learning to more students in Missouri and removes some previous requirements for virtual course access. Notable changes include how students enroll in online programming, how funding is assigned for some full-time online students, and how services for students are arranged and provided. Key changes include:

• students may now enroll full-time in MOCAP programs from virtual providers supported by public school districts, charter schools, or higher education institutions after initiating contact with their resident district (approval from their resident district is no longer required);
• full-time MOCAP virtual providers hosted by public school districts, charter schools, or higher education institutions are considered attendance centers in their local education agencies (LEAs);
• the Department of Elementary and Secondary Education (DESE) will make state aid payments to LEAs for full-time MOCAP students based on the calculation outlined in Section 161.670 RSMo;
• a full-time MOCAP student is now defined as a student currently enrolled in the equivalent of six credits per regular term; and
• if a student enrolls in courses only (less than full-time) and receives approval from his or her LEA prior to enrollment through the procedure described in Section 161.670.3(2), RSMo, costs associated with such course or courses will be paid by the school district or charter school.

Now, full-time virtual school programs serving full-time virtual students will participate in the statewide assessment system. The academic performance of students enrolled in the full-time virtual school program will be assigned to the full-time virtual school program’s designated attendance center.

The Wright City R-II School District will provide access to virtual (online) coursework for students.  Students and families that are interested in virtual coursework should contact the student's school counselor and inquire about the Missouri Course Access Program (MOCAP). 

MOCAP offers virtual online courses for students statewide.  Students can take an entire course from any internet-connected computer, available 24 hours a day, seven days a week.  

MOCAP's mission is to offer Missouri students equal access to a variety of high-quality courses and interactive online learning that is neither time nor place dependent.  

The Missouri Department of Elementary and Secondary Education (DESE) and the State Board of Education oversee administration and quality assurance activities such as related content and delivery courses.  

Missouri certified teachers facilitate MOCAP courses.  MOCAP provides Missouri students with equal access to a wide range of coursework, anywhere, at any time.  For more information, visit the MOCAP website.
